About the role

The use of technology in the NHS has been fast, intense, and exciting, especially in the last year.  NHS Digital has been at the forefront of these technology and data advances, and the commercial team is a critical component of this delivery. 

We are seeking Commercial Managers to join our team primarily based in either our Leeds or London office. As part of our team, you will be helping to deliver our ambition - Working together to harness the power of the marketplace to deliver maximum value to our healthcare system.  We do this to enable NHS Digital to support NHS staff at work, help people get the best care, and use the nation's health data to drive research and transform services.

The Commercial delivery team is split into four categories – ICT, Health Technology, Digital Work Packages and Professional Services each developing, implementing and delivering category strategies from sourcing through to contract delivery.

In this role you will be responsible for providing commercial services and support to meet the needs of the organisation.  You will lead multiple projects with varying levels of complexity and timelines.

The ideal candidate will be driven to seek opportunities to create greater value in the work that they do, utilising your existing knowledge and skills as a Buyer you will have a good understanding of the full commercial lifecycle, especially in the public sector.


As a Commercial Manager you will:

  • Manage projects and provide support across the commercial lifecycle with a focus on commercial delivery – defining the business need through to contract implementation.
  • Suggest, Develop, implement, and manage the commercial delivery of innovative contracts including sourcing strategies, routes to market, tendering process through to contract management.
  • Ensure compliant commercial practice, process efficiency and robust controls and assurance mechanisms across the full commercial lifecycle in line with business requirements
  • Identification of savings and opportunity realisation.
  • Develop and manage procurement and contract documentation in accordance with established policies and procedures
  • Lead and manage commercial discussions and negotiations with suppliers
  • Liaising with stakeholders, communicating complex concepts and issues clearly and accurately, adapting communication style to meet the needs of the recipient.
  • Provide advice on commercial policy to non-commercial staff making the case for the added value of commercial processes
  • Assess the accuracy and validity of commercial project data to ensure compliance, identifying any issues and facilitating any remedial action required
  • Ensure an accurate audit trail of commercial decisions is maintained and commercial administration is kept up to date
  • Provide guidance and training to junior staff

About you

Some of the key skills and experience you'll bring to the role:  

  • Driven, highly motivated individual with extensive experience of managing a range of commercial lifecycle activities., ideally from within the public sector, but not essential.
  • Results orientated, able to manage conflicting priorities and deliver high-quality work to strict deadlines with a broad spectrum of technical knowledge relating to procurement and contract management.
  • Strong communication skills, ability to impart complex information effectively to internal and external stakeholders with varying degrees of technical knowledge and at all management levels
  • Ability to develop and maintain effective relationships with a broad range of internal and external stakeholders whilst ensuring the best commercial results
  • Experience of working with commercially sensitive and highly confidential information in accordance with all regulatory and any contractual obligations
  • Experience of using a procurement and contract management software solution to support own workload and facilitate accurate and reliable reporting
  • Experience in managing commercial projects, ensuring stakeholders are kept informed and communications are managed appropriately, including maintaining comprehensive audit trails
  • Ability to work both as part of a team with the capability to support and mentor junior members but with the relative autonomy, appropriately raising risks and issues.
  • Experience of managing others, and their workloads, to ensure business continuity across a range of activities in a dynamic and fast-paced environment
