About the role

The use of technology in the NHS has been fast, intense, and exciting, especially in the last year.  NHS Digital has been at the forefront of these technology and data advances, and the commercial team is a critical component of this delivery. 

We are seeking appoint a Senior Commercial Manager to join our Category Team in ICT.

You will be working on Technology products (hardware and software), Cloud & Data Centre Infrastructure, Network Services, Enterprise Applications, Associated Services  

You will be based in either our Leeds or London office helping to deliver our ambition - working together to harness the power of the marketplace to deliver maximum value to our healthcare system.  We do this to enable NHS Digital to support NHS staff at work, help people get the best care, and use the nation's health data to drive research and transform services.

In this role you will be responsible for delivering expert commercial services and support to meet the needs of the organisation. Focusing on specific categories you will build strong working relationships with colleagues and stakeholders, at all levels to manage and drive commercial delivery. Utilising your knowledge, experience, and expertise you will be people focused with the ability to support the future development of your team.

The ideal candidate will be driven to seek opportunities to create greater value in the work that they do and have an excellent understanding and working knowledge of the full commercial lifecycle, especially in the public sector. They will be expected to work towards gaining accreditation at the Government Commercial Function Assessment and Development Centre (ADC).


As a Senior Commercial Manager reporting into the Associate Commercial Specialist you will:

  • Design, shape, agree and execute innovative commercial strategies and sourcing plans for highly complex, high value, high profile requirements in the IT and Digital categories, as well as common goods and services, in accordance with best practice, local policy and expectations
  • Delivery of cashable savings and other financial/non-financial benefits
  • Develop and implement an effective contract management strategy and deliver new contract management plans and processes
  • Working closely with stakeholders to establish clearly defined commercial vision and strategy aligned to an agreed pipeline of future requirements and communicate this expertly to both internal and external audiences.
  • Develop, shape and adapt commercial teams and resources to support the delivery of the commercial strategy and programme/operational requirements
  • Develop, implement and manage technical solutions to enable effective procurement, contract management and SRM
  • Ensure compliant commercial practice, process efficiency and robust controls and assurance mechanisms across the full commercial lifecycle
  • Manage projects and provide support across the commercial lifecycle with a focus on commercial delivery – defining the business need through to contract implementation.
  • Promote knowledge and resource sharing within their team.

About you

Some of the key skills and experience you'll bring to the role:  

  • Driven, highly motivated individual with extensive experience of managing a range of commercial lifecycle activities, ideally from within the public sector.
  • Broad spectrum of technical knowledge relating to public sector procurement and contract management with MCIPS, IACCM Advanced Practitioner or equivalent qualifications or experience.
  • Results orientated, able to manage conflicting priorities and deliver high-quality work to strict deadlines
  • Excellent communication skills, ability to impart complex information effectively to internal and external stakeholders with varying degrees of technical knowledge and at all management levels
  • Ability to develop and maintain effective relationships with a broad range of internal and external stakeholders whilst ensuring the best commercial results
  • Experience of working with commercially sensitive and highly confidential information in accordance with all regulatory and any contractual obligations
  • Experience of using a procurement and contract management software solution to support own workload and facilitate accurate and reliable reporting
  • Experience in managing and leading commercial projects, ensuring stakeholders are kept informed and communications are managed appropriately, including maintaining comprehensive audit trails
  • Ability to lead a team with the capability to support and mentor junior members of that team in a dynamic and fast paced environment.
  • Ability to work with relative autonomy.
