About the role

We provide expertise to enable national programmes and health and social care organisations to develop effective systems, information, and technology. Our work contributes to safer treatment and better care within health and social care services in England.

This role will be part of Solution Assurance, contributing to data assurance activities across NHS Digital portfolios with emphasis on data processing. This will include contributing to a wide range of activities such as following Test plans, creating test scripts, and managing test and assurance activities related to data processing systems. This will include test data creation in accordance with test scripts, dataset testing and assurance, and supporting, where relevant, risk and maturity assessments to direct data assurance activity.

The postholder will also provide test and assurance consultancy support working as an SME (Subject Matter Expert) with a range of delivery partners and suppliers.

 

As a Technical Assurance Specialist, you will have:

  • Knowledge of a specialist test area such as data process testing including data interface specifications, data management tools and anonymisation techniques in a large scale, multiple component delivery context;
  • Specialist knowledge and experience of test and assurance practices, tools and techniques, including effective risk management
  • Knowledge and understanding of the concepts of technical risk management including data processing impacts
  • Knowledge of key concepts of agile development – the agile lifecycle, the mechanics of scrums and sprints, the principles of continuous integration
  • Knowledge of quality maturity models such as TMMI and quality standards such as the ISO9000 series to improve test capabilities
  • Knowledge of heath care informatics systems and the technology used, such as
    - data management on a large scale, using secure Cloud services and integrated infrastructure
    - database technologies such as Postgres, Riak and Oracle
    - query technologies such as SQL and Erlang
  • An understanding of manual and automated testing and their advantages to the data process testing of current or future technologies (such as machine learning and AI)
  • Knowledge of tools and frameworks used for test automation, including bespoke, open source and commercial tools for data process testing
  • Understanding of overall technologic landscapes, evolving requirements, technology and trends

About you

Some of the key skills and experience you'll bring:  

  • Proven ability to apply structured test and assurance techniques and processes for complex IT systems and solutions
  • Ability to proactively develop collaborative relationships with suppliers, internal delivery teams and/or customers.
  • Experience of generating test data to a required profile and specification using test data generation tooling, quality controlling the output using tools and manual comparison methods in order to ensure the test data is fit for purpose
  • Proven ability to assure a supplier's (internal or external) testing using a quality maturity model, to ensure that testing is thorough, to an appropriate level and standard and meets contractual requirements
  • Experience of providing consultation on the best use of test data to support and improve testing
  • Ability to clearly articulate a complex data architecture and to recognise the risks associated with that solution including regression risks
  • Experience of reviewing supplier deliverables in line with a tailored test and assurance approach and providing test and technical feedback and guidance based on suggested quality improvements
  • Experience of keeping senior management, customers and stakeholders up to date on supplier or in-house testing activities including how issues are progressing and any unplanned delays
  • Ability to support the pace of delivery for NHS Digital and external supplier systems
  • Ability to communicate relevant test and assurance practices and procedures to a non-technical audience

  • Be Qualified to Post-Graduate Diploma/Degree level, or equivalent higher education qualification or equivalent experience.

  • ISEB/ISTQB Software Testing Foundation Certificate (Certified or Agile Tester) or equivalent recognised qualification and equivalent level of experience
