About the role

NHS Digital is the national digital, data and technology partner for the NHS and social care system. We design, build, deploy and operate national products, platforms and data services for patients, clinicians, those who manage the system and researchers in the NHS, academia and the life sciences sector. Our systems serve up to 53 million citizens and 1.3 million NHS staff.

Our goal is to maximise the accessibility, quality and utility of health and care data while respecting privacy, transparency and ethics. As such we are responsible for analysing large volumes of data related to topics such as hospital care, social care, mental health, diabetes, maternity and weight management. We interpret the trends within this data, summarise the results within dashboards and publications and make data available for further research. All of which supports the policy decisions made within the health and social care system.

Following strategic commitments made in the Life Sciences Vision NHS Digital has launched a suite of data services to support clinical trials - NHS DigiTrials.  NHS DigiTrials aims to provide data services to support high quality clinical research to understand the safety and efficacy of new treatments. There are 4 main service offerings being developed to support clinical trialists to access timely and high-quality data across the lifecycle of a clinical trial:

  • Feasibility – using national datasets to assess number and location of patients who meet key eligibility criteria for Clinical Trials.
  • Identification – Suitable patients are identified and invited to participate in a clinical trial.
  • Communications – enhancing communications between clinical trialists, patients and GPs, before, during and after a trial.
  • Outcomes – linkage of trial cohorts to NHS data sources to collect information on relevant medical events providing efficient and comprehensive assessment of clinical safety and efficacy. 
As the Data Access Senior Case Officer you will be part of an expanding team where the focus is to provide excellent services to support clinical trialists to access NHS Digital data.  The service is tailored to the needs of our customers whilst at the same time ensuring robust access controls to maintain public trust and transparency.  This is a very exciting time to join us as we launch a number of new services to develop and improve our clinical trials offering. 

You will be:

  • Working closely with customers to understand what they need and support them through the NHS Digital data access process to ensure compliance with data protection legislation and best practice.
  • Be empowered to lead a team managing a caseload of data access applications for NHS DigiTrials customers and presenting to assurance panels, relaying data access request/sharing arrangements and making recommendations through the approval process.
  • Work flexibly, collaboratively and with limited supervision as part of a multi-disciplinary team to problem solve and support the development and continuous improvement of the NHS DigiTrials service.
  • Working closely with the programme transformation team to develop and implement new service offering designed around customer needs including supporting first of type/pilot applications.
  • Provide subject matter expertise and/or signposting customers to further advice on the use of NHS Digital data assets to enable clinical trials and on NHS DigiTrials specialist services eg recruitment.

About you

Below are some of the key skills and experience we're looking for. Please note that these will be used in shortlisting candidates for interview so please ensure your supporting statement includes specific examples on how you meet the criteria for each of these. 

  • A good practical understanding of the laws in England that support data releases to third parties (Data Protection Act/GDPR as well as ICO best practice and guidance) in relation to the processing and sharing of data.
  • Experience of the application of this knowledge support customers to apply for NHS Digital data and NHS DigiTrials services.
  • Experience of business and operational delivery processes, planning and implementation to deliver first class customer service.
  • Excellent written, verbal and presentation communication skills and the ability to relay complex information in a clear and concise way for a range of different audiences. Must be able to effectively provide subject matter expertise and well-informed advice across a range of stakeholders.
  • Proven ability work within a multi professional team - building and maintaining positive relationships with own team, and internal and external customers.
  • Ability to work under pressure to tight deadlines and deliver high quality material in a ‘right first time’ way.
  • Proven ability of proactively engaging and managing stakeholders. Ability to deliver professional yet difficult messages in an appropriate and professional way.
